Report on the VMIT 2021 Annual Conference

The 20th year of a person’s life has great significance and the same goes for the Value Management Institute of Taiwan (VMIT). It has been nearly 18 years since VMIT joined SAVE International. Like couples, we expect to build up future cooperation with substantial significance and concertedly build a brighter future.

VMIT was established on February 25, 2001. How was its 20th birthday celebrated? Due to the COVID-19 pandemic, the holding of the annual VMIT remains a difficult task. In recent years, holding an annual conference is both a task and a challenge. We need to inquire about what we did the previous year every time and plan what needs to be done in the year to come.

We know that SAVE has high hopes of VMIT. After all, we are an important fortress in the Chinese language market. In recent years, close official exchanges between Taiwan and the U.S. have taken place, and the Whitepaper clearly states the anticipation that Taiwan can put value engineering into implementation.

The official management system of Taiwan’s value engineering is under the control of two organizations, including the National Development Council (NDC) and the Public Construction Commission, Executive Yuan (PCC). It is these two agencies that coordinate and confirm the final allocation of major public engineering fees. That said, how will Taiwan go about implementing value engineering?

The promotion of Taiwan’s value engineering is in accordance with the Procurement Act and special laws for alternative plans. VMIT and SAVE work together to carry out education training, and during qualification review, our Value Methodology Associate (VMA) and Certified Value Specialist (CVS) certifications can be included as review documents.

In the promotion of value engineering in Taiwan, VMIT has three advantages:

  1. The awarding of SAVE’s education training certificates attaches importance to traditional mentorship. VMIT cannot standardize many CVS practices, as Taiwan’s emphasis lies in certificate awarding by agencies.
  2. Under the influence of educational training certifications, it was not until 2021 did VMIT learn about scheduling value engineering research and analysis cases for the first time, leading to the situation of competition among VMIT and SAVE members.
  3. CVS under VMIT has long been unable to undergo expansion due to personal factors.

Therefore, SAVE’s promotion in Taiwan will become limited without VMIT, which is not worth the loss.

In view of the concepts above and in cooperation with changes learned over recent years, VMIT’s topic was “The Implementation of Value Management”.

As the branch office of our group member T.Y. Lin, the organizer’s work was to formulate implementation plans, agenda contents, topic directions, venue search, guest invitations, speaker invitations, anti-pandemic measures, dinner banquet arrangements, etc. Two preparatory meeting discussions and two venue inspections marked the completion of our 20th annual conference preparations.

As mentioned earlier, the topic of the annual conference was “The Implementation of Value Management”. Two keynote speeches were scheduled. In the first keynote speech, architect Chen, Chi-Chung was invited to speak on the topic “The Application of Value Engineering in the Energy Efficiency of Buildings”. For the second keynote speech, VMIT consultant Chung, Wei-Li and secretary general Ho, Kuei-Hsuan were invited to speak on “The Research and Analysis of Taoyuan Underground Railway Project Detail Design and Value Engineering Research and Analysis Experience to Formulate VMIT’s Pricing Outsourcing Mechanism”.

The annual conference was held at Taoyuan City General Conference Hall and we were honored to have invited Taoyuan City Mayor Cheng, Wen-Tsan to present the awards and address the event. We would like to extend our gratitude to the Taoyuan City Government for its unreserved support, without which the successful completion of the annual conference would not have been possible.

We also invited Executive Yuan Secretary General Li, Meng-Yen and National Development Council Deputy Director Yu, Chien-Hua to address VMIT.

VMIT’s implementation focus this year is as follows:

A dinner banquet was held after the annual conference ended and included guests, group member representatives, directors and supervisors and annual conference staff, about 60 people in total. The dinner banquet event was held in cooperation with the Taiwan government’s pandemic prevention management standards. The event with a peaceful atmosphere came to a perfect close.

On February 25, 2022, a joint directors and supervisors’ meeting and the VMIT’s 21st anniversary were held at the Cosmos Hotel Taipei.

Led by standing chairman Chen Wen-Te, we hope that VMIT, SAVE and other member states will engage in mutual assistance in order for VMIT to grow and flourish in the handling of affairs.
